Strange tires sound after changing it in Cross X-way

I am just remind that after changing the rod ends I did alignment as they advised me. and the car is good without any deviation.

2 days ago I changed the tires front to back and back to front in cross way (X), as they told me to do it because the car passed 31500 Km.

after changing it, there is very loud friction sound coming from the tires I don't know which one, also there sound like "wooo wooo wooo wooo" which is very annoying and is very obvious and clear when I am driving on very smooth ways when the friction sound of the tires is not present, but when driving on slightly rough ways and the friction sound is very high, this wooo sound is so weak and even you may not hear it.

Note; the front left tire found to have cut and puncture and they treat it then shifted to right back.

so is this sound from the tires or something wrong in the alignment or problem in breaks or something else??
