CAI illegal in New Jersey?

New to Hyundai ownership and to the forum. I previously had a 2005 Cadillac CTS with a Volant cold air induction system and Corsa exhaust system. The car was registered in N.Y.and over the last year in N.J. I had no problem passing inspections in both states with my CAI. With less restriction coming in and going out, the CTS 3.6 ran great and sounded wonderful, it also got good gas mileage for it's power and weight.

I am now contemplating adding a CAI to my 2012 Sonata 2.4.

I see that both the K&N and Injen systems that would fit are stated on their websites as being illegal in N .J. Under CARB rules. Have I no option?, is this segment of the CARB rules enforced in New Jersey and if so how and with what consequences?

I would think that less restricted air flow would have the engine operating more efficiently.
