2001 Accent CPS Troublshooting

My 2001 Accent, 1.5L SOHC, has had a buggy performance problem for a while. Major hesitation when hot, not so bad when cold. I've done all kinds of troubleshooting of the sensors, CPS, TPS, CPS etc. and I saw in another thread that someone was saying the CPS signal is a 5V square wave. The supply is 12V, and my signal is a 12V square wave. Is this correct or does that mean the CPS is bad? Also, one post I read said the signal should go to ground when the cam gear timing mark is at #1 TDC and the crank is at TDC. As I turn the crank and it approaches TDC, the cam gear timing mark is about 20 degrees before TDC when the magnet triggers the CPS signal. So it looks like the magnet on the cam is actually telling the ECM that #1 is "approaching" TDC of #1, but it's not exactly TDC. Is this correct? The timing marks on the crank and cam are perfectly lined up so I know the belt has not moved. However the CPS is being triggered just before TDC and I don't see how the magnet can be moved, or the cam gear out by 20 degrees since it has a pin and key to set the position.
