The key has been stuck in the ignition cylinder for a while and not been able to turn it past ACC (and therefore couldn't get the key out), which means that the battery goes flat in a few days. I've tried all the tricks that people have talked about, without any luck.
I found this very helpful video on youtube, on how to remove the ignition cylinder. This video is for a Hyundai Elantra 2003, but it's the exactly same as in the 1999 Starex.
You have to be able to put the ignition cylinder lock into ACC to get it out. It came out straight away and I was able to turn the key all the way back and get it out. The cylinder seems to have been jammed, but works fine now. It's worn, sure, but it works :)
