Electricel problem

Hi, I have a electric problem with:
Instrument panel lights, I can't find the fuse for it, if there is one ?
When I turn on hazard warning lights it is crackling noise some were between the front seats under the cupholders ?
And the lights are either contant on or flashing very fast.
Is it a relay someware under there ?
